The Bridgeville Borough Council will consider the adoption of the following proposed ordinances at the regularly scheduled meeting of December 10, 2018:

Proposed Ordinance No. 1005
An ordinance of the Borough of Bridgeville, Allegheny County, Pennsylvania amending Ordinance No. 998 pertaining to General Rates charged for sewage service given to the customers of the Allegheny County Sanitary Authority within the Borough of Bridgeville.

Proposed Ordinance No. 1006
An ordinance of the Borough of Bridgeville, Allegheny County, Pennsylvania fixing the tax rate and levying Borough Taxes for the Fiscal Year 2019 and re-enacting all other revenue acts. The proposed ordinances are on display in their entirety at the Municipal Office located at 425 Bower Hill Road Bridgeville, Pennsylvania between the hours of 8:00 a.m. and 4:30 p.m. Monday through Friday and posted on the Borough website www.bridgevilleboro.com.

ORDINANCE NO. 1006
AN ORDINANCE OF THE BOROUGH OF BRIDGEVILLE, ALLEGHENY COUNTY, PENNSYLVANIA, FIXING THE TAX RATE AND LEVYING BOROUGH TAXES FOR THE FISCAL YEAR 2019 AND RE-ENACTING ALL OTHER REVENUE ACTS.

WHEREAS, the Borough of Bridgeville pursuant to the provisions of the Borough Code of the Commonwealth of Pennsylvania, the Act of October 5, 1967 P.L. 336 as amended and Senate Bill 706 has adopted its budget; and

WHEREAS, it is necessary to adopt the Ordinance fixing the tax rate to conform with the budget.

NOW, THEREFORE, BE IT ORDAINED AND ENACTED by the Borough Council of the Borough of Bridgeville and it is hereby ordained and enacted by and with the authority of the same as follows:

Section 1: A tax of 6.50 mills for Buildings and 10 mills for Land with a $12,000
Homestead Exemption for each qualified property for the fiscal year of 2019 be and the same is hereby levied and assessed on all persons and property assessed for County purposes and subject to taxation for general .Borough purposes within said Borough of Bridgeville.

Section 2: All previous Ordinances and Resolutions and amendments thereto adopted by the Borough from time to time pertaining to permits, amusements, amusement devices, license fees and all other enactment’s to raise revenue for the Borough to administer the forgoing are hereby re-enacted and renewed and continued for fiscal year 2019.

Section 3: In the event any license or permit application is submitted by the Borough Manager for independent professional review, the invoiced amount submitted by such professional for such services shall be billed to the applicant.

Section 4: Any Ordinance or any parts of Ordinances conflicting with the provisions of this Ordinance be and the same are hereby repealed to the extent of such conflict.

BOROUGH OF BRIDGEVILLE
ORDINANCE NO. 1005

AN ORDINANCE OF THE BOROUGH OF BRIDGEVILLE, ALLEGHENY COUNTY, PENNSYLVANIA, AMENDING ORDINANCE NO. 998, PERTAINING TO GENERAL RATES CHARGED FOR SEWAGE SERVICE GIVEN TO THE CUSTOMERS OF THE ALLEGHENY COUNTY SANITARY AUTHORITY WITHIN THE BOROUGH.

WHEREAS, the Borough of BridgeviJle, by Ordinance No. 754, as amended, has heretofore adopted the optional method of billing customers of the Allegheny County Sanitary Authority (“ALCOSAN”) within the Borough of Bridgeville;

WHEREAS, the Borough of Bridgeville, by Ordinance No. 754, provides, inter alia, that the rates payable by users shall be fixed at Fifty Five ($0.55) Cents over the then current rate increase as established by the ALCOSAN and as billed by ALCOSAN to the Borough, and further provides that a duly advertised public hearing shall precede any proposed Borough surcharge in excess of Fifty-Five ($0.55) Cents and any increase in the rates charged to users;

WHEREAS, ALCOSAN has advised the Borough that effective January I, 2019, its basic sewage charge would be increased by Fifty Two Cents ($0.52) for each thousand gallons of water used, and that the ALCOSAN Service Charge would be increased by $1.09 per quarter, from $15.60 to $16.69 per quarter (i.e., to $5.56 per the Borough’s monthly billing cycle);

WHEREAS, the current Borough rate of $6.23 per 1,000 gallons of water used will remain the same for the budget year 2019

WHEREAS, as required by Ordinance No. 754, a duly advertised public hearing has been held on December 10, 2018; and

WHEREAS, the schedule of charges now set forth in Ordinance No. 1003 is to be amended to reflect the increased charges.

NOW, THEREFORE, BE IT ORDAINED AND ENACTED, and it is hereby ordained and enacted by the Borough Council of the Borough of Bridgeville, and with the authority of the same, as follows:

Section 1. The rate of Fourteen Dollars and Seventeen Cents ($14.17) per one thousand (1,000) gallons of water delivered to each water user as measured by the most recent available water meter reading and billed by the Allegheny County Sanitary Authority shall be charged; in addition, the ALCOSAN Customer Service Charge shall be added to each Borough monthly bill, and charged at the rate Five Dollars and Fifty Six Cents ($5.56) per month.

Section 2. Section 1 of Ordinance No. 998 shall be amended only to the extent set forth herein above.

Section 3. All ordinances, rules, rates and regulations pertaining to sewage rates and collection shall remain in full force and effect as herein amended.

Section 4. This Ordinance shall take effect as provided by law, with the rates adopted hereby effective as of January 1, 2019.

Section 5. Any ordinances or any parts of ordinances in conflict herewith are repealed to the extent of such conflict.
